At the 2018 World Social Work Conference held in Dublin, Ireland, Xiao Bingqing, a social worker from Guangdong, introduced the exploration of Forum Theater in anti-school bullying social work service, and Peng Simin, a social worker, shared the intervention service of social workers in the aging process … Eleven delegations composed of Shenzhen social work organizations became a shining team at the conference, and their social work experience won many praises.
Empowering grassroots social governance requires the establishment of a sound social work professional talent system. In 2017, the Provincial Department of Civil Affairs explored the use of professional social workers to enrich the grassroots people’s livelihood service, innovatively implemented the "Double Hundred Plan" for Guangdong social workers, and built 407 town (street) social work stations in the province in two batches to get through the "last meter" of serving the masses.
On the basis of in-depth summary of the practical experience of the "Hundred Flowers Plan", in 2020, Guangdong launched the "Hundred Flowers Plan" to serve the people’s livelihood and social work, clearly building a grassroots talent team of nearly 30,000 people in two years, and comprehensively promoting social workers’ participation in grassroots social governance.
After five years of exploration, Guangdong social work service has been developing in the direction of refinement and specialization. In Jiangdong Town, Chao ‘an District, Chaozhou City, Xiaoshan (a pseudonym), a 15-year-old boy from a low-income single-parent family, dropped out of school and was afraid to communicate with others. After learning about his situation, the social worker visited every other day to renovate the dark and messy room in the hill and invited him to participate in community activities every week. I want to go to school! Under the targeted intervention service, the gradually cheerful hill rekindled the enthusiasm of returning to school.
The figure of social workers is also active in the "main battlefield" of rural revitalization. "The social workers from the village helped us to build the’ Beauty Mom Kitchen God’ group." In the bell house in Huangxi Village, Foshan, Li Yi, a villager, said with a smile that social workers led the villagers to carry out catering services and made their wallets swell.
In the suburban social work station of Guangzhou Dajia Social Work Service Center, social workers actively cultivated and established the "Party-masses Mutual Aid Society" to solve the problem of increasing the income of difficult farmers in their jurisdiction. Since the start of the project, 30 caring units and enterprises have been linked to help farmers increase their income by about 942,000 yuan, and community charity funds have been used to help farmers set up the first farmer cooperative in Conghua District. According to incomplete statistics, since 2021, Guangzhou social workers have implemented a total of 133 projects related to rural revitalization, and the value of integrated materials is 10.29 million yuan.
With the deepening of the "Hundred Flowers Project", social work stations in towns (streets) in Guangdong have been officially put into operation. In April this year, many social workers sent invitations on social platforms, inviting more people to take the upcoming Guangdong social worker exam. In a targeted training, professional supervisors give advice at any time, and social workers who go deep into grassroots services constantly improve their practical experience and become more and more professional under the guidance.

"Auntie, don’t panic, we’ll coordinate immediately." Fang Shengrong, the sinking cadre of the Guangzhou Veterans Affairs Bureau on duty, immediately reported to the community after learning the details, coordinated the issuance of the traffic commitment letter, contacted the hospital, dispatched vehicles, coordinated and controlled the police release at the bayonet, and guided 120 ambulances to the scene while ensuring that the whole process met the prevention and control regulations. Other volunteers went upstairs to carry the pregnant women’s luggage, and then helped them get on the bus.
Community is the smallest unit of social governance, and the volunteer service team composed of retired soldiers, women’s Federation cadres and community residents constitutes the "minimum" cell in the modernization of grassroots social governance.
With the promulgation of "Guidelines for Volunteer Service of Retired Soldiers in Guangdong Province", in recent years, regional volunteer service brands such as "Cotton Tree Veteran" in Guangzhou, "Red Star" in Shenzhen, "South Lion" in Foshan and "Zhanqi" in Huizhou have sprung up all over Guangdong. There are 8,459 volunteer service teams for retired soldiers in the province, with about 320,000 volunteers, and the accumulated volunteer service time is 39.61 million hours, and they are participating in rescue.

In addition, relying on the volunteer service records, the qualification certification management of star-rated volunteers is carried out. Volunteers who have participated in volunteer service for a total of 1500 hours after registration are recognized as "five-star volunteers".
Up to now, there are more than 14 million registered volunteers, 132,000 voluntary service organizations and groups, and more than 71,000 "five-star volunteers" in the province. Voluntary service has become an indispensable force in improving the social governance pattern.
