Hefei Water Supply Group has always adhered to the people-centered development thought, focused on "one reform and two achievements for five achievements", and made every effort to promote the integration of urban and rural water supply in accordance with the overall arrangement of Hefei Municipal Party Committee and Municipal Government on accelerating the construction of urban-rural integration, and made great efforts to warm people’s hearts and do practical things. On April 30, 2022, after a simple and solemn signing ceremony, five township waterworks, namely Sanhe Waterworks in Feixi County, Fengyuan Water Supply Co., Ltd., Shannan Town Waterworks, Modun Water Supply Co., Ltd. and guan ting zhen Waterworks, were transferred to Hefei Water Supply Group, marking another solid step in accelerating the integration of urban and rural water supply in Hefei.

In May 2018, Hefei Water Supply Group took over the Huagang Water Plant, and the water supply area expanded from Shangpai Town, Taohua Town and Feixi Economic Development Zone to Huagang Town. With the formal commissioning of Hefei No.8 Water Plant in November 2020, the Huagang Water Plant was shut down, and the service area of Feixi Water Supply Co., Ltd. was all provided with water supply guarantee by Hefei No.7 Water Plant and No.8 Water Plant.
Relying on the strong water supply guarantee capacity of No.7 and No.8 waterworks, the water supply framework of Feixi large area has gradually taken shape, from the production-city integration area in the west, to sanhe town in the south, to South China City in the north, and to Xingang South District and Yandian Township in the southeast. With the addition of five newly transferred waterworks, the water supply guarantee area of Feixi will reach 951 square kilometers, serving 250,000 households, and the annual water supply will exceed 30 million cubic meters.

It is understood that 90% of the water supply pipe network of township waterworks is distributed in rural areas, which has a long service life and poor materials. PVC materials account for more than 75%, and most of them are shallowly buried, and the pipe network leaks seriously, which is the direct cause of insufficient and unstable water pressure. In recent years, Feixi Water Supply Co., Ltd. has continuously optimized the business environment, improved its service measures, and continuously planned the internal pipe network of each township. It has successively rebuilt and built 432 kilometers of pipe network, greatly reducing the phenomenon of "leakage" and the leakage rate.
In the past, the sanhe town area, which was seriously short of water supply facilities, has been fully connected to the municipal pipe network, and 54 old residential areas have completed the renovation of water supply facilities, and the surrounding residents have used "safe water" one after another. Mr. Wang, who lives in Shanghe City, sanhe town, lamented: "In the past, the pipeline in my house was old and the water was low. I had to take a bath in summer and store water in advance. I was looking forward to it when the renovation started. I didn’t expect the water to be connected so soon. The efficiency is really high!"
On August 7, 2020, Gaoliuzhen Waterworks was transferred to Hefei Water Supply Group. On September 30th, when the water source was switched and connected to the grid, Gaoliu Waterworks officially withdrew from the historical stage, and more than 4,000 households in the town used the high-quality tap water from Hefei No.7 Waterworks.
In May 2021, after taking over the first waterworks in Xiaomiao Town in 2019, the second waterworks in Xiaomiao Town was also transferred to Hefei Water Supply Group. Shushan (High-tech) Water Supply Branch intervened in advance, comprehensively explored and acted quickly, and solved the water source problem through "interconnection" with municipal pipelines. It successively laid 4.2 kilometers of water supply pipelines, cooperated with the rural drinking water project to newly install and renovate 4,677 water meters, and 6,180 households in 16 administrative villages were provided with water supply guarantee by Hefei No.7 Water Plant.
Nowadays, a series of water supply "arteries" rush along the eighteen bends of the mountain road and flow into every village. More and more villagers drink and use the safe water, and draw a picture of "water is pure and people are close to each other".
Unified reform and unified management "lifting files and upgrading" to outline a new picture
The experience of difficulty in drinking water has always been in the mind of President Wang Haiyan of Xinhua School in Chaohu City.
"In the past, we only had water from 5 am to 1 pm and 4 pm to 9 pm every day, and sometimes it was not available, sometimes it was big and sometimes it was small, and the water quality was not good." Looking back, President Wang was still crying. "Now we can not only use tap water at any time, but also the water quality has been greatly improved, which has completely solved the problem of school draft. Teachers and children don’t mention how happy they are."
Chaohu Xinhua School belongs to the water supply category of Zhongyanqiao East Water Plant in Chaohu City. However, due to the backward water production technology and insufficient water supply capacity of township water plants, it can only adopt time-sharing water supply mode, and the water pressure is unstable, the water quantity is insufficient and the water quality is poor, so teachers and students can’t use water normally, which seriously affects the development of the school and the health of teachers and students.

In rural areas, such a water problem is not a case. Due to the lack of construction specifications, water production technology and equipment guarantee in rural small waterworks, rural residents have been plagued by water shortage, substandard water quality, serious leakage of pipe network and inadequate management services all the year round, which has laid a safety hazard for rural water supply.
To solve the problem of drinking water in rural areas, we must improve our understanding, renew our ideas and take the road of large-scale development, professional operation and standardized management.
In May 2019, Hefei Water Supply Group broke the original urban-rural dual division and cooperated with Chaohu City. Entrusted by Chaohu Municipal Party Committee and Municipal Government, taking Chaohu County as a unit, with the idea of "urban-rural integration, overall planning, state-owned management and intensive management", combined with Chaohu Rural Revitalization Company, the water resources of Chaohu City were comprehensively coordinated, and a construction model with the goal of achieving equalization of urban-rural public services, with the government as the main body of responsibility and enterprises as the main body of operation was created, which comprehensively realized the integration of reform and management, global coverage, urban-rural integration and urban-rural integration.

In the past three years, relying on two large-scale waterworks, namely, No.2 Waterworks and No.3 Waterworks in Chaohu City, Chaohu Water Industry Co., Ltd. has continuously extended the water supply network to towns and streets, gradually covering the administrative areas of the city, upgrading and transforming backward water supply facilities in towns and villages, so as to ensure that the water supply network in towns and villages covers one piece, takes over one piece, transforms synchronously and advances in an orderly manner.
In view of the township areas not covered by the No.2 and No.3 water plants at present, Chaohu Water Industry Co., Ltd. has implemented the operation mode of "connecting first and then unified management", and has successively taken over 26 water plants in 13 towns and villages, including Suwan Luqiao Water Plant and Siji Water Plant (six of which have been shut down), and has successively rebuilt 72.4 kilometers of pipelines and replaced 14,000 water meters, covering all Chaohu township areas with a service area of 1,410 square kilometers.

According to the distribution of waterworks, 13 villages and towns were divided into 6 districts, and the responsibility system was implemented. Through the whole process transformation of water production, equipment transformation, pipe network maintenance and revenue service, the problems of long-term water supply shortage, poor water quality and low water pressure in the original township waterworks were completely reversed. All waterworks were brand-new, upgraded and provided with continuous, safe and stable water supply throughout the day. The "unified reform and unified management" model not only realized the promotion of points, but also realized the integration of water supply.

The integration of urban and rural water supply has a wide range of construction points, involving thousands of households. In order to further improve the service efficiency, Hefei Water Supply Group set up service outlets in rural areas, organized readers to comprehensively arrange the user information in the covered areas, checked the number of each water meter, accurately grasped the detailed data, and re-registered it. Through the "Lianxinqiao" hotline 64422666 of Hefei Water Supply Group, information can be shared in real time to ensure that problems can be found and solved early.
Since 2020, relying on the "internet plus", through the comprehensive use of information technologies such as cloud computing and big data, Feixi County and Suwan District of Chaohu Lake have successively launched integrated marketing management systems, realizing the whole process of information management and control from "water source" to "faucet".

A number of service points are networked and the WeChat business hall function is opened, so that users can handle water supply business without leaving home. At the same time, Hefei Water Supply Group continues to keep the way of collecting water charges in rural areas, taking into account the majority of left-behind elderly people in rural areas and inconvenient travel.
In response to the water quality and service issues that the villagers are most concerned about, Hefei Water Supply Group has made precise efforts to make the quality service more powerful. In Chaohu township, the water intake pump house and secondary pump house of the water plant were completely transformed, a floating water intake platform was set up, special pipes for raw water were laid, and the pipes for adding raw materials and disinfectants were updated. The water quality testing method was changed from extensive to refined. In Feixi County, the number of water quality inspection points in the pipe network is increased, the online monitoring system runs 24 hours, and 44 water pressure monitoring points monitor in real time. The DMA partition construction is continuously promoted, the four-level metering grid service is realized, and the "half-hour" service circle of the partition is created. In the Xiaomiao area, the 24-hour water supply service hotline was widely publicized, and the on-site pipeline staff also left their mobile phone numbers to the villagers to make any water problems "responsive".
Although the faucet is small, it is full of people’s yearning for a better life.
In June, 2021, Hou Kewang, the village party secretary of Magang Village in Xiaomiao Town, put away the pressurized pump that used to pump water for the villagers and threw away the buckets that took the water home. He said excitedly, "These buckets can no longer be used, and the pressurized pump can also be put away. We can also drink clean tap water every day like the city. I am so happy!"

At present, Liuxiao Xuehongdian Campus is the only rural teaching school in Hefei Economic Development Zone. Before, hundreds of teachers and students had to carry water from home to school every day because of water difficulties. Since taking over Gao Liu, Airport Water Supply Branch of Hefei Water Supply Group has acted quickly and cooperated with the Economic Development Zone Management Committee to overcome difficulties and work overtime. When the gurgling spring rushed out of the faucet, the expectations of teachers and students came true.
