After Putin stepped down as president, the policy of influencing or controlling Russia’s future development direction through Duma has been basically clear.

On October 18th, in Moscow, the Russian capital, Russian President Vladimir Putin listened to people’s questions during the program. Xinhua news agency
Both the United Russia Party and the Just Russia Party became Putin’s political parties.
On December 2, Russia will hold the fifth State Duma election after the disintegration of the Soviet Union. However, just less than two weeks before the election, new variables appeared in Russian party politics. Just Russia party
In response to Putin’s call, thousands of party member quit the Party at cold feet, thus forming a more favorable situation for the United Russia Party. After Putin stepped down as president, the road to power was more smooth.
Withdraw from cold war as "Putin"
On November 23rd, Nikola Leshkov, vice-chairman of the Justice Russia Party’s Nizhny Novgorod regional branch and former chairman of the Motherland Party, announced that 1,500 former Motherland Party members in Nizhny Novgorod had withdrawn from the Justice Russia Party. Instead of joining other political parties, these quitters set up their own patriotic social movement-"Motherland-Great Russia" to support Putin.
Two days ago, at a rally of supporters of the United Russia Party, Putin called on the participants to vote for the United Russia Party in the new State Duma election, "in order to jointly promote the reforms that have already started." Leshkov said that he had heard President Putin’s speech and that "his policy should be supported".
Lesh said that husband stressed that quitting the party was a collective decision and there was no political pressure for the benefit of the people.
It is noteworthy that this is not the first wave of party member’s resignation from the just Russian party. One day ago, on November 22nd, Valery Obrelin, leader of the regional branch of the Justice Russia Party in Kirov, announced the decision of about 3,000 people to withdraw from the Justice Russia Party. A similar situation may appear in Rostov, Samara and other regions next.
The Duma may confront the two parties in the future.
According to the new rules of the Russian Duma election, only political parties with more than 7% of the votes in the national elections are eligible to enter the Duma, and the seats in the Duma are allocated in proportion to the number of votes. The new rules prohibit several political parties from forming an alliance to participate in the election. Therefore, although there are 11 political parties competing in the next State Duma, few of them really have the strength to enter the new Duma.
This new regulation keeps many small political parties out of the Duma, and the small parties can’t restrict the big parties through alliance, thus forming a political party pattern in which the big parties are stronger and the small parties are weaker. A poll conducted by the All-Russian Social Public Opinion Research Center on November 17th and 18th showed that the support rate of United Russia Party was 63.8%, that of Russian communist party was 7.3%, that of Just Russia Party was 6.0%, that of Liberal Democratic Party was 5.2%, and that of the other seven political parties was less than 2%. Judging from the current situation, apart from the United Russia Party, communist party of Russia is the most promising candidate to enter the next State Duma.
Pave the way for continuing the "Putin line"
According to this trend, the United Russia Party will have more seats in the new Duma, so that it will be less burdened and the continuity of the "Putin Line" will be more guaranteed.
Putin has repeatedly publicly stated that he will not amend the constitution to seek re-election, but stressed the need to continue the current development policy. On October 18 this year, when Putin answered a public question on live television, he said: "It is very important for parliament to play its role. For this reason, I made a decision to lead the United Russia Party (to participate in the Duma election). "
Obviously, after Putin stepped down as president, his policy of influencing or controlling Russia’s future direction through Duma has been basically clear. (International Herald Tribune special contribution luo feng Qi from Beijing)
