The National Energy Administration will deepen the "streamline administration, delegate power, strengthen regulation and improve services" reform and optimize the division of key tasks of the business environment in 2022.
In order to implement the decision-making and deployment of the CPC Central Committee and the State Council to deepen the "streamline administration, delegate power, strengthen regulation and improve services" reform and optimize the business environment, implement the "Regulations on Optimizing the Business Environment", further promote the "streamline administration, delegate power, strengthen regulation and improve services" reform in the energy field, effectively boost market confidence, stimulate the vitality of market players, and ensure the implementation of key tasks, the following division of labor plan is formulated.
First, continue to deepen the reform of the administrative examination and approval system
(a) the implementation of standardization of administrative licensing matters
In accordance with the unified arrangements of the General Office of the State Council, the implementation specifications are formulated item by item for the administrative licensing matters set by the National Energy Administration and the National Development and Reform Commission. (2) Accelerate the formulation of the list of powers and responsibilities.

(3) Deepen the reform of "separation of licenses"

Strengthen the supervision of power grid agent purchase business, gradually narrow the scope of power grid agent purchase, focusing on market transactions, information disclosure, electricity bill settlement, service quality, etc., and strengthen the supervision of power grid enterprises and power trading institutions. Fully implement the "double random and one open" supervision, and carry out spot checks according to the requirements of the List of Random Checks of the National Energy Administration (revised in 2020) to improve the fairness and effectiveness of supervision. According to the credit risk, we will implement classified supervision, increase the proportion and frequency of spot checks by high-risk market participants, and enhance the accuracy and deterrence of supervision. We will make good use of credit classification and differentiated supervision methods to carry out special supervision on the implementation of the power business qualification licensing system for some renewable energy power generation projects and related network-related projects, power grid projects under construction and power receiving projects for users. (6) Improve credit supervision.
Strengthen the collection and sharing of credit information, public credit evaluation, credit risk analysis and early warning in the energy field, and improve credit supervision systems and measures such as credit commitment, breach of trust constraint and credit repair. Improve the credit data list and behavior list of the energy industry, organize the pilot application of new supervision based on credit, and sum up the pilot experience in time. (7) Strengthening administrative law enforcement.
We will fully implement the system of publicity of administrative law enforcement, record of the whole process of law enforcement, and legal review of major law enforcement decisions. We will strengthen administrative law enforcement in areas that directly affect people’s electricity rights and interests, public electricity safety and other social repercussions. Third, continue to optimize government services
(eight) optimize the examination and approval services.
Streamline and integrate the approval process of energy project investment and construction, further clean up and standardize the administrative licensing, technical review and other matters involved in the whole process of project approval under the premise of ensuring the quality of the project, disclose the information such as the process of handling matters and the conditions and standards, and do not add preconditions beyond the statutory conditions. Standardize the management of administrative filing, and strictly guard against the practice of licensing in the name of filing. Strictly implement the system of first asking, first informing and time-limited completion, and timely disclose the implementation of relevant project approval service specifications. (9) Promote the facilitation of government services.
From the perspective of doing things for enterprises and the masses, we will integrate matters with strong internal relevance, high frequency of doing things and strong sense of acquisition by enterprises and the masses, and provide themed and package services. According to the requirements of "one notification, one application form, one set of materials, one window for acceptance, one network for handling, and one certification", optimize the process of reengineering business, reduce work links, streamline work materials, and shorten the processing time limit. Accelerate the application of electronic licenses in government services in the energy field. Information that can be obtained through data sharing shall not require the agent to provide a physical license. Implement the "good bad review" system for government services and comprehensively carry out the "good bad review" work. Fourth, promote a more optimized business environment
(ten) continue to optimize the electricity service.
Guide and urge the provincial energy (electric power) departments and power supply enterprises to complete the tasks of Opinions on Comprehensively Improving the Service Level of "Access to Electricity" and Continuously Optimizing the Business Environment for Electricity Consumption (No.1479 [2020] of the Development and Reform Energy Regulation) on schedule, and focus on urging the government and enterprises to coordinate the construction of power platform and improve the service level of high-voltage power supply. Increase supervision over improving the service level of "access to electricity" in various places. Continue to follow the latest trends of the World Bank’s assessment of optimizing the business environment, and do a good job in the implementation of the reform task of "obtaining electricity" benchmarking the international advanced. Hold a national promotion meeting to improve the service level of "access to electricity". (eleven) standardize the access service.
Implement the Measures for the Supervision of Fair and Open Power Grid, strengthen the supervision of power supply access to power grid and power grid interconnection, and standardize the work flow and time limit requirements. Guide and urge power grid enterprises to provide power grid access and interconnection services to power supply project owners and power grid interconnection proponents in a fair and non-discriminatory manner, and reduce the processing time limit for connection application acceptance and scheme reply as required to improve service efficiency. (twelve) to promote the fair and open infrastructure of oil and gas pipeline network.
Guide and urge oil and gas pipeline network facilities operators to provide oil and gas transportation, storage, gasification, loading and unloading, transshipment and other services to users who meet the opening conditions according to laws and regulations, and disclose the basic information of oil and gas pipeline network facilities, residual capacity, service conditions, technical standards, price standards, application and acceptance processes, written material catalogues that users need to submit, confidentiality requirements, etc., so as to simplify processing links, shorten processing time, and improve the acceptance efficiency of open services. (XIII) Promote the market-oriented trading of distributed power generation.
Improve the market trading mechanism, support distributed generation to participate in market transactions nearby, and promote distributed generation to participate in green power transactions. Promote the construction of a trading platform based on the application of blockchain and other technologies, and study the system and mechanism that adapts to the trading of renewable energy microgrid, existing local power grid, incremental distribution network and large power grid.
