In 2018, all government information disclosure agencies in Chaoyang District (hereinafter referred to as "disclosure agencies") thoroughly studied and implemented the spirit of the 19th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 19th Central Committee, firmly established the "Four Consciousnesses" under the guidance of the Supreme Leader’s Socialism with Chinese characteristics Thought in the New Era, adhered to the people-centered development thought, and fully implemented the Regulations on the Openness of Government Information in People’s Republic of China (PRC) and related series of arrangements for government affairs. We will continue to make efforts to improve the effectiveness of government information and government affairs disclosure, issue the Key Points of Government Affairs Disclosure in Chaoyang District in 2018, strive to achieve new breakthroughs in government information and government affairs disclosure, interpretation and response, disclosure by application, website construction and other fields, and continue to promote the construction of a government ruled by law and a service-oriented government.
First, the main work of government information and government affairs disclosure
(a) to strengthen the system construction, and actively implement the requirements of the district government on special documents in the public domain.
The district government issued the Working Rules of the People’s Government of Chaoyang District, Beijing, and set up a special chapter for "promoting the openness of government affairs". It is required to regard openness and transparency as the basic system of government work, fulfill the legal obligation of government information disclosure, insist on openness as the norm and non-openness as the exception, make government affairs open throughout the whole process of government affairs operation, and study and promote the openness of administrative decision-making, implementation, management, service and results, so as to promote justice through openness, enhance government execution and credibility, and protect people’s right to know, participate, express and supervise.
The district government office issued the "Key Points of Government Affairs Openness in Chaoyang District of Beijing in 2018" to clarify the annual work priorities. The whole region pays attention to information disclosure in eight aspects: grasping the "three major events" and winning the "three major battles", promoting the special action of resolving and rectifying in an orderly manner, promoting scientific and technological innovation with all efforts, strengthening the refined management of cities, building and developing a national cultural center, continuously safeguarding and improving people’s livelihood, optimizing the business environment, and comprehensively strengthening the government’s own construction. At the same time, it is stipulated that all units should strengthen the interpretation and response, public participation and interaction between the government and the people, strive to promote the "one window for acceptance and one network for office" to improve government services, and strengthen the institutional mechanism and platform construction of government affairs disclosure.
(B) Co-ordinate media resources, and expand the transmission range of Chaoyang voice in various fields.
Strengthen publicity and guarantee, and improve the ability to guide public opinion. Using the communication platform of "one newspaper, one network, two micro-sites, one end shaking", focusing on the key work of the whole region, such as resolving and rectifying, promoting promotion, "reporting to the street and township whistle-blowing departments", "three major battles" and preparing for the Winter Olympics, focusing on unifying thoughts and serving the overall situation, enhancing the ability of propaganda and public opinion guidance, organizing and planning news release and media coverage, focusing on socialist core values, and opening columns and special programs closely related to the interests of the people.
Increase the response and deeply interpret the government work. Improve the government public opinion response mechanism, strengthen the whole process management, strengthen the release of emergency information, timely and accurately release authoritative information, and enhance the initiative, pertinence and effectiveness of government public opinion response. The main responsible comrades of the district government walked into the live broadcast room, participated in the live broadcast program of "Top Citizen Dialogue", deeply interpreted the government work, and responded positively to concerns.
Strengthen the interpretation form and convey the policy intention in time. The "Policy Interpretation" column is set up on the portal of the district government, and the important documents, major decisions, key work and policy interpretation are studied, deployed and promoted simultaneously, so as to convey the policy intention in a timely and accurate manner. Fully integrate resources, actively use charts and diagrams, new media platforms and other publicity methods to enhance the interpretation effect in all directions.
(C) improve the effectiveness of services, and enhance the "one window to accept, one network to do" work level.
Actively promote government services online. In accordance with the requirements of "surfing the Internet is the principle, but not surfing the Internet is the exception", we will vigorously promote the docking between the Internet service systems of various departments and the municipal online service platform, rely on the online service platform of our district to carry out online declaration, improve the online processing rate of government service matters, realize "one-time login, all-netcom service", clarify the dimensions of government service matters of various departments, list the matters that all departments are concentrated in, and make a unified format service guide.
Standardize the construction and management of government service halls. Create a "one window, one stop, self-service" three-type service area. Actively co-ordinate the administrative examination and approval and public service matters of relevant departments, set up a "one-window, one-stop and self-service" service area, rely on the online service platform of government affairs, realize the government service mechanism of joint review of a window connector and multiple departments, and gradually extend to professional halls and street halls. Optimize the service links, shorten the processing time, and solve the problem of people’s blocking points, effectively alleviating the previous situation of people’s difficulty in queuing and disorder, providing a more transparent, clear and orderly service process for the people, and improving the level and efficiency of government services.
Innovate the "peak-shifting and delay" government service mechanism. Chaoyang District Government Affairs Service Center takes the lead in implementing peak shifting and delay service. The off-peak service is to make an appointment online and open for business on public holidays (Saturday) (excluding legal holidays). Delayed service means extending the external office hours by 2 hours on the basis of the existing working hours, and delaying them by 1 hour every morning and evening. In addition, on the basis of opening the morning and evening delay service, we will try out the noon delay service, and use the lunch break to handle high-frequency matters such as taxation, social security and medical insurance for the masses of enterprises, so as to ensure that the masses can "come at any time and do it at any time" and effectively solve the problem of blocking things. Actively carry out the publicity work of peak-shift delay service, effectively use the news media to expand the publicity effect and create a good social atmosphere. In the whole year, the peak shift and delay service area accumulated 1208 person-times.
(D) Intensive integration to create a safe, convenient and efficient government service platform.
Organize and complete the intensive work of the website. Strengthen the top-level design, implement the requirements of the State Council General Office’s Guidelines for the Development of Government Websites and the General Office of Beijing Municipal People’s Government’s Implementation Opinions on Implementing the Guidelines for the Development of Government Websites, and organize all units to complete the intensive integration of government websites in the whole region. Strengthen normal supervision, continue to promote the standardized construction and management of government websites, strengthen overall linkage, and improve the policy information service level of government websites.
Combing and integrating the government service hotline. The government service hotlines announced by various departments in the whole region were sorted out, and the integrated hotlines were accepted by the district government hotline 96105 in accordance with the principle of facilitating the people and benefiting the people, which realized the docking with the online government service hall system. It has formed the requirements of "No.1 external service, summary of demands, classified disposal, transfer from present to present, coordination and linkage, settlement within a limited time, unified supervision and unified assessment", and has effectively improved the service level of the hotline by strengthening the daily management of the government hotline and standardizing the terminology of answering calls by agents.
(five) standardize the disclosure according to the application, and further improve the quality of public work and the satisfaction of the masses.
Improve external information in time to ensure smooth acceptance channels. In view of the changes in the acceptance institutions, office addresses and communication methods of all units in the region, all units are required to accurately submit the change information, and timely revise the Guide to Government Information Disclosure, so as to ensure that the channels for accepting face-to-face, letters and online applications and consultation telephones are unblocked, effectively protect the people’s right to disclosure, and strive to meet the urgent requirements of the people for access to government information.
Strengthen the guidance and assessment according to the application to ensure the work standard. To guide and standardize the work of all units in the whole region in accordance with the application, strictly regulate the form of reply, ensure the legality of the time limit for reply, the standardization of the form of reply, the standardization and pertinence of the content of reply, and express the relief channels. Strengthen the assessment of the government information disclosure work of all units, especially put forward suggestions to relevant units in a timely manner for the problems found in the work of applying for disclosure according to law.
(six) to promote the development of the mechanism and strengthen the education and training of professional work.
Strengthen performance appraisal and third-party evaluation. Strengthen the application of third-party evaluation, do a good job in the application of the results of third-party evaluation of government affairs disclosure in China and Beijing, and urge rectification. Carry out the third-party evaluation of the information and government affairs disclosure of the local government, do a good job in the evaluation and supervision of the related work of improving and implementing the disclosure according to the application, the implementation of the pilot work of standardization and standardization of grassroots government affairs disclosure, and require all departments and towns to strengthen the rectification of problems and improve the ability of disclosure according to law.
Improve the regular education and training mechanism. In 2018, the special training meeting, the training meeting and the symposium on the exchange of experience in government affairs disclosure were held in the whole region. The training content was practical, rich and diverse, and the guidance work related to government affairs disclosure was strengthened for all departments and units, and the working procedures of government affairs disclosure were further sorted out, which strengthened the public awareness of all units in the region and improved their work level.
II. Disclosure of government information in key areas
In order to further promote the government information disclosure and actively implement the spirit of the relevant documents between the state and Beijing on promoting information disclosure in key areas, the district government has further strengthened the information disclosure work in the areas of approval and implementation of major construction projects, allocation of public resources and construction of social welfare undertakings in light of the actual work.
(A) improve the information disclosure of urbanization management, help to ease the rectification and promote the promotion and efficient promotion.
Promote the disclosure of bidding information for major construction projects. The tender announcement, bid-winning publicity, construction permit and project completion filing information of construction projects have been actively disclosed on the website, such as the construction permit and completion filing information of "Two projects such as Chaoyang District Disease Prevention and Health Care Center Phase II (Elderly Health Care Center)". In addition, the district government and subordinate units earnestly do a good job in financial budget and final accounts, set up a column of "financial revenue and expenditure", and set up a column of information disclosure on budget and final accounts to fully disclose financial budget and final accounts information.
Strengthen the information disclosure of urban environmental order. We carried out key law enforcement work, such as special rectification actions for occupying roads, special law enforcement for rectifying illegal construction and opening walls and holes, and dust pollution control in construction with the focus on "blue sky defense war", and released 185 interpretation manuscripts. More than 60 pieces of information on the treatment of black and odorous water bodies, the construction of water-saving society and the work of river length system were released.
Promote reconciliation and rectification, and promote information disclosure. We will continue to carry out in-depth management of opening walls and digging holes with the standard of "three haves and six have-nots", and make publicity and implementation in strict accordance with the relevant policy requirements of the catalogue of prohibited and restricted new industries. Real-time disclosure of the progress of unlicensed operation and "opening the wall and drilling holes" governance. Carry out the work of "exploring the sports venues and other available resources in Chaoyang District" and "making a thorough investigation of the non-capital function in Chaoyang District", coordinate and start the special planning of sports venues and facilities in Chaoyang District, complete the special planning scheme of the spatial layout of sports facilities, and complete the construction of 95 special sports venues for national fitness in Beijing and 6 tertiary stations for physical fitness monitoring. With regard to the creative regeneration of old industrial remains in Chaoyang District, the Beijing No.3 Plastic Factory, a veteran state-owned enterprise, was transformed and upgraded into a cultural and creative park. This year, 36 general manufacturing enterprises were dissolved in Chaoyang District, and 319 general manufacturing enterprises were shut down and withdrawn in five years in Chaoyang District, and nearly 20 media outlets such as People’s Daily Online, China News Service, Beijing Evening News and Beijing News Broadcasting were connected for live coverage.

Promote various forms of information disclosure in the school field. Effectively promote the information disclosure of primary and secondary schools, and guide all primary and secondary schools in the region to establish various systems of information disclosure, such as information disclosure system, information confidentiality review system, information disclosure supervision system, and information disclosure evaluation system. Clarify the information content that schools should focus on actively disclosing, and schools should take the initiative and make full use of various forms to carry out school information disclosure in all directions.
Promote the information disclosure of scientific and technological projects. Documents such as "Chaoyang International R&D and Innovation Cluster Construction Plan" and "Implementation Opinions on Deepening the Reform of Science and Technology System and Accelerating the Construction of Science and Technology Innovation System in Chaoyang District" were formulated, and information such as enterprise technology innovation projects in 2018, enterprise R&D investment funding plan projects, collaborative innovation projects, incubator construction projects in Chaoyang District, social development projects, and special subsidies for technology markets were disclosed, so as to strengthen the identification of high-tech enterprises, explore the establishment of Chaoyang District science and technology innovation and entrepreneurship guidance fund, and promote the construction and promotion of business incubation system. Four talent training sessions were held, including "2018 Zhongguancun Young Eagle Talent Support Fund Policy Presentation" and "Chaoyangyuan and Zhongguancun Intellectual Property Promotion Bureau Lecture Hall Activities", attracting more than 100 companies. Do a good job of information disclosure around continuous protection and improvement of people’s livelihood. Increase the disclosure of food, drugs, medical devices and cosmetics regulatory information, and actively disclose 138 pieces of information such as food safety standards, food production and operation licenses, and special inspections and rectifications; Take the initiative to disclose 97 warning information and good information in Beijing enterprise credit information system. We will openly deepen the comprehensive reform of education and promote the "incremental, quality-improving, balanced and fair" development of compulsory education. Convene the work meeting on the expansion of high-quality resources for compulsory education in 2018, and issue the Three-year Action Plan for the High-quality and Balanced Development of Compulsory Education in Chaoyang District for 2018-2020, so as to build a new model for the high-quality and balanced development of plate layout, group running and district system management. In the Chaoyang Education News, information such as "Running a School by Group Management in district system with Plate Layout-Chaoyang takes the lead in drawing a new blueprint for balanced development of quality education" was published. Policy documents such as Opinions on Admission to Compulsory Education in 2018 and Notice on Implementation Rules for Examination and Approval of Certificate Materials of Compulsory Education for School-age Children and Adolescents with Non-local Household Registration in Chaoyang District in 2018 were issued. At the same time, the Admission Policy Q&A and Process Manual for Compulsory Education in Chaoyang District in 2018 was issued, and the documents were interpreted in the form of question answers. The "2018 Chaoyang District Residence Corresponding School Inquiry System" was opened to facilitate parents to inquire about the name of the school corresponding to their residence. During the entrance season, we will start the consultation and reception work on the admission policy of compulsory education in 2018, and arrange policy consultants to answer the admission policy for the people.
(three) to strengthen the information disclosure of social welfare undertakings, and effectively ensure the implementation of effective measures closely related to the interests of the people.
Promote the disclosure of enterprise credit information. A catalogue of administrative licensing and administrative penalties in 2018 was formed, with a total of 3326 articles, which were publicized on the portal website of Chaoyang District. Complete the task of "double random" spot check on time to ensure that the results of spot check are publicized on time. A total of 15 "double random" spot checks were carried out, and 8,567 households were randomly selected and included in the list of business anomalies; Eight key inspections were carried out, and 935 households were inspected, and 271 households were included in the business exception list; 18 problems were checked and 15 inter-departmental joint spot checks were conducted. A total of 7,852 enterprises were listed on the list of serious illegal and untrustworthy enterprises because they have not fulfilled their relevant obligations for three years after being listed in the list of abnormal operations, and all of them completed the entry and publicity of inspection results on time.
Promote the information disclosure of consumer rights protection work. Three information disclosures and eight consumer warnings were made to business entities that seriously violated consumers’ rights and interests, which were forwarded by China Industrial and Commercial News, Qianlong.com, the capital, and Netease, the headline of Beiqing Daily today. In the column of "Consumption Observation" of Beijing TV news channel, the problems of serious violations of consumers’ rights and interests were prompted, and 48 issues of weekly consumer complaint reporting data publicity and consumption tips were conducted in the hourly broadcast column of Beijing News Radio. We worked out the monthly work plan of "Safe Consumption in the Community" and went to 84 communities in 42 townships to carry out on-the-spot publicity work. A total of 2,520 posters and posters were posted in prominent positions in the communities, and 20 banners were hung. A total of 420 posters and commitment letters were posted in the living and consumption places around the community, involving 420 households.
Promote the information disclosure of social assistance and aged care services. In the village (neighborhood) committee fixed village (neighborhood) affairs public column publicity family economic investigation and democratic appraisal results. The situation of urban and rural low-income families will be published for a long time in the Chaoyang Civil Affairs Information Network, the website of Chaoyang District People’s Government and the village (neighborhood) affairs public column fixed by the village (neighborhood) Committee where the holder lives. The contents announced include the name of the holder of the Beijing Urban and Rural Residents Minimum Living Guarantee Certificate, the guaranteed population, the monthly family security amount, the name of the district and township (street). On a monthly basis, we will openly enjoy the number of low-income people and capital expenditure, the number of destitute people and capital expenditure, on a quarterly basis, the number of people receiving medical assistance and capital expenditure, the number of temporary assistance and capital expenditure, and on an academic year, we will openly enjoy the number of freshmen enrolled in higher education and capital expenditure, and actively carry out social assistance policy propaganda. Focus on Chaoyang District, 60-64-year-old people to help the disabled card issuance and use, elderly people living alone to visit, disabled elderly family caregivers training and home-based pension "four-in" services and other work and policies to increase information disclosure, to ensure that the elderly understand policies and enjoy services.
Promote the openness of government affairs in the field of social organizations. The Decision on Confirming the Evaluation Grade of Social Organizations in Chaoyang District was issued, including 4 5A-level social organizations, 14 4A-level social organizations, 6 3A-level social organizations and 1 2A-level social organization.
(4) Do a good job in information disclosure around intensifying efforts to optimize the business environment and actively improving people’s livelihood.
Timely release policies and measures to optimize the business environment and their implementation. Increase financial support, build a high-tech enterprise resource docking platform, plan and hold activities such as "Smart Chaoyang Government-Enterprise Matchmaking Meeting" and "Artificial Intelligence Investment Roadshow", strengthen district-level overall planning of industrial space, comprehensively sort out the current utilization of commercial buildings, collective industrial space and municipal state-owned enterprises, select plots with mature conditions to study pilot project schemes, actively promote the landing of major projects, dig deep into hard and technological projects, platforms and enterprises, and dynamically track Alibaba, Tencent and enterprises.
Promote poverty alleviation cooperation and counterpart support information disclosure. Formulate a publicity plan for poverty alleviation cooperation and support cooperation in Chaoyang District, clarify the publicity content and responsible departments, and further determine the publicity focus; Production of Chaoyang District poverty alleviation cooperation propaganda film, animation film, combined with a number of departments to complete the shooting and broadcast in the city; The 2018 Chaoyang District Poverty Alleviation Achievement Exhibition was held, and more than 100 pieces of information on poverty alleviation cooperation in Chaoyang District were published through newspapers, TV stations, the Internet and other media, which were reprinted many times by major websites such as Sohu, Netease and Sina. Promote the disclosure of information related to the 2022 Beijing Winter Olympics and Paralympic Winter Games. Actively promote the participation of the whole people in ice and snow sports, and carefully create a series of activities such as "National Fitness Helps Winter Olympics" and "Chaoyang Sports Business Card", including "Keep fit and watch Winter Olympics" with the theme of national fitness, "Study hard to help Winter Olympics" with ice and snow skills and winter Olympics volunteer training as the main part, and "Brilliant Winter Olympics" with mass ice and snow events as the main part, totaling more than 30 large-scale activities. There were 120 cases of "informing to handle through other channels", accounting for 6.0% of the total.
(four) administrative reconsideration, litigation and reporting.
1. Administrative reconsideration
167 applications for administrative reconsideration of government information disclosure in the whole region. In the whole year, 136 cases of administrative reconsideration of government information disclosure were concluded (including cases carried over from the previous year), of which 74 cases maintained the specific administrative actions of administrative organs, 53 cases were revoked, 3 cases were confirmed to be illegal, 2 cases were rejected by applicants for administrative reconsideration, and 4 cases were voluntarily withdrawn by applicants and terminated by reconsideration.
2. Administrative litigation
There were 79 administrative lawsuits against the information disclosure of the local government. Among them, the judgment rejected 35 claims, the judgment was revoked in 11 cases, one case was confirmed to be illegal, 18 cases were dismissed, 6 cases were dismissed, and 8 cases were not concluded.

The government information disclosure agencies in the whole region received 17 reports related to government information disclosure.
(5) Institution building and security training.
There are 79 specialized institutions for information disclosure in this district government, and 124 access points for government information disclosure have been set up: 225 staff engaged in government information disclosure, including 46 full-time staff and 190 part-time staff. The special fund for government information disclosure is 439,167 yuan. In the whole year, the region held 227 meetings or special conferences on government information disclosure, held 114 training courses of various types, and trained 4987 people.
Fourth, the existing shortcomings and key work in 2018
(A) the existing deficiencies
First, the level of policy interpretation should be further increased, the number of interpretations should be expanded, the interpretation content should be enriched, so that the people can fully understand the content and significance of government policies, and various media such as government websites should be fully used for interpretation and publicity, so that the forms of interpretation can be varied, practical and accurately meet the people’s needs for government information disclosure.
Second, the service mode of the government website needs to be further improved. We should make full use of the platform function of the government website, strengthen the construction of service functions, optimize column functions, meet the diversified needs of the people, and establish diversified and high-quality service modes to meet their living needs.
(II) Key tasks in 2019
In 2019, Chaoyang District will continue to increase the transparency of government work, expand the scope of government affairs disclosure, take the initiative to innovate the form of disclosure, expand the scope of policy interpretation, focus on government websites and new media propaganda functions, and achieve new breakthroughs in policy interpretation and website functions. In addition, we will continue to strengthen the handling level of disclosure according to the application, increase business guidance and training, conduct in-depth analysis of cases, further enhance the ability of information disclosure institutions to implement the statutory obligations of government information disclosure, and ensure that the people can obtain satisfactory services.
