  Since February this year, the Standing Committee of the Municipal People’s Congress has organized members of the Standing Committee and some representatives of the Municipal People’s Congress to inspect for four times, respectively, to carry out research on the stable employment of state-owned enterprises, the employment of migrant workers, the employment of young college students and the employment absorbed by the community in this city, and form a research report.   At present, the employment situation of migrant workers is basically stable, and the number of migrant workers stranded in this city is gradually decreasing. As of March 26th, there were about 166,000 migrant workers stranded in this city, a decrease of about 36% compared with the end of February.

As of April 3, the signing rate of college graduates in Shanghai was basically the same as that of the same period last year. The employment situation of enterprises did not continue to deteriorate. In March, the number of enterprises in the whole city recruited and retired rebounded, and the growth rate of recruitment was greater than that of retired workers. The actual number of employed people increased by 10,985, an increase of 3,935 over that in February.

  By the end of March, there were 127,800 jobs and 185,600 job seekers in the city’s human resources market, and the contradiction between supply and demand still existed. In the first quarter of this year, the city recruited 250,000 people and retired 232,700 workers. After the recruitment and retirement offset, the actual number of employees increased by only 17,300, a decrease of 81.9% compared with the same period last year.


  According to statistics, the number of registered unemployed people in cities and towns in the city increased from 265,500 at the end of December 2008 to 270,600 at the end of March 2009, an increase of 0.51 million, which has increased by 12,200 compared with the same period last year, and the actual number may be more.


  The employment of four groups deserves attention.

  The employment pressure of college graduates and other graduates has increased. This year, the number of college graduates in this city reached a record high. In addition, the last college graduates were unemployed, and college students from all over the world came to Shanghai for employment, so the employment contradiction was prominent. Some migrant workers find it difficult to find jobs. Because some migrant workers’ living foundation is already in this city, there is pressure on their children to go to school, and they urgently need relatively stable jobs.


  White-collar employment has not yet picked up. From January to March, 2009, the number of white-collar employees actually increased by foreign-funded enterprises and Hong Kong, Macao and Taiwan enterprises in this city was 1,885, which was significantly lower than that of 9,970 in the same period of last year. According to the monitoring data, although the total number of jobs actually increased by various enterprises in the city rebounded in March, and there was no large-scale resignation of white-collar workers, the employment of white-collar groups did not show a significant recovery.


  The possibility of unemployment of employees in difficult enterprises has increased. Since the financial crisis, some enterprises have implemented salary reduction and job sharing to stabilize jobs. However, if the economic situation does not improve for a long time, the employees of these enterprises are likely to lose their jobs.


  Introduce a series of measures to promote employment


  In order to do a good job of "helping enterprises, ensuring employment and promoting stability", the city has formulated and promulgated the "1+3" employment protection plan. The "1+3" plan includes one special plan and three special plans. A special plan is to promote employment through entrepreneurship. This year’s goal is to complete entrepreneurship education and training for 15,000 people, establish 15 entrepreneurial parks and incubators, help 10,000 successful entrepreneurs, and promote employment for 60,000 people.


  The three special programs include vocational training programs for college graduates, employment assistance programs for groups with employment difficulties, and job stabilization programs for enterprises with difficulties. At present, the identification of difficult enterprises has been carried out.


  Regarding the employment of college students, Zhou Haiyang introduced that the Notice on Doing a Good Job in the Employment of College Graduates in Shanghai in 2009 has been issued. Specifically, it includes: in 2009, the number of plans to upgrade from junior college to undergraduate increased to 3,400, and the number of graduate enrollment plans increased to 27,300; It is planned to recruit 1,800 Shanghai college graduates to teach in suburban towns and schools.
