I am glad to have the opportunity to communicate with you. At the opening ceremony of this morning’s conference, Vice Minister Publicity Department of the Communist Party of China and Director of the State Administration of Radio and Television Nie Chenxi comprehensively summarized the achievements and experiences of network audio-visual work and profoundly analyzed the existing problems around thoroughly studying and implementing Socialism with Chinese characteristics Thought of the Supreme Leader in the new era and the spirit of the 19th National Congress of the Communist Party of China and the spirit of the important speech delivered by the General Secretary of the Supreme Leader at the National Conference on Cyber Security and Informatization and the National Conference on Propaganda and Ideological Work. First, thoroughly study, publicize and implement the important thoughts of the Supreme Leader General Secretary on propaganda of ideological and cultural work and the important exposition of the strategy of strengthening the country through the network.
Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with the Supreme Leader as the core has attached great importance to the propaganda of ideological and cultural work and the construction of a network power, profoundly expounded the directional, overall and strategic major issues of propaganda of ideological and cultural work and the construction of a network power, and pointed out the direction for us and provided fundamental follow-up. To do a good job in network audio-visual work, we must unify our thoughts and actions with the important exposition of the General Secretary of the Supreme Leader on publicizing the important ideas of ideological and cultural work and the strategy of strengthening the country through the network.

Whether it can adapt to and lead the development of the Internet has become a key to determine the rise and fall of a big country. Therefore, we must scientifically understand the law of network communication, improve the level of network governance, and make the biggest variable of the Internet become the biggest increment of career development. Under the guidance of the strategic thinking of strengthening the country by network, with the continuous breakthrough and application of the new generation of information technology, China’s network audio-visual industry has achieved unprecedented rapid development, and the number of network video users in China has reached 609 million, accounting for 76% of the total number of netizens; The number of mobile video users reached 578 million, and the number of short video users and live webcast users reached 594 million and 425 million respectively. Network audio-visual has accounted for more than 80% of the total Internet data access traffic. With the development of 5G, the network audio-visual industry will also usher in a historic and breakthrough development opportunity. We should firmly seize this opportunity and take the initiative to lead the healthy, upward and vigorous development of the network audio-visual industry.
Second, adhere to the people-centered creative orientation and create network audio-visual products with distinctive characteristics of the times.
General Secretary of the Supreme Leader pointed out that cultural self-confidence is a more basic, broader and deeper self-confidence and a more basic, deeper and more lasting force. Cyberspace has become a new space for people’s production and life, which needs high-quality network audio-visual works to enrich it. In recent years, online audiovisual production institutions have adhered to the correct political direction, public opinion orientation and value orientation, and promoted online publicity. Many innovations have been made in concepts, contents, forms, methods and means, and a large number of online audiovisual works with abundant positive energy have appeared. In the "China Dream Theme Selection and Broadcasting Campaign", "Quality Creation and Communication Project", "China Classic Folk Story Animation Creation Project" and "Network Excellent Original Program Selection Campaign", the General Administration has promoted and supported 765 outstanding works from 9,285 online audio-visual programs. Among them, many works are masterpieces focusing on realistic themes, eulogizing the party, the motherland, the people and the heroes. In the first 10 months of 2018, the national output of online dramas has exceeded 5,000 episodes, and online movies have reached more than 2,000. While the number is increasing, we will continue to adjust the structure, improve the quality, solve the problem of poor content, and launch more healthy and high-quality online literary works, which greatly meet the growing needs of the people for a better life.
Third, be honest and innovative, take responsibility, and strive to create a clearer cyberspace.
General Secretary of the Supreme Leader pointed out that cyberspace is the common spiritual home of hundreds of millions of people. Cyberspace is clear and the ecology is good, which is in line with the interests of the people. It is necessary to improve the ability of comprehensive network governance, and form a comprehensive network governance pattern with the participation of multi-subjects, such as party Committee leadership, government management, enterprise responsibility, social supervision and self-discipline of netizens, and the combination of economic, legal and technical means. Enterprise development should have principles, rules and a bottom line, adhere to the unity of economic and social benefits, and better assume social and moral responsibilities.
In recent years, great achievements have been made in the creation and dissemination of online audio-visual programs. However, we should also be soberly aware that there is still a long way to go in correctly guiding public opinion, creating a positive value-oriented atmosphere, curbing the unhealthy cultural atmosphere such as pan-entertainment, idolize star speculation, and fulfilling the responsibility of platform content control and curbing the dissemination of illegal content, and there is still a lot of room for improvement. As for how to effectively solve the above problems, I think there are four key points that need our joint efforts.

Second, we must earnestly fulfill the ideological responsibility system and fully mobilize the enthusiasm of all parties. Third, we must accurately grasp the relationship between social benefits and economic benefits. In recent years, online audio-visual institutions have paid more and more attention to social benefits. Activities such as ranking and evaluation based on clicks on audio-visual websites have basically stopped, and some websites have begun to explore a comprehensive evaluation system of programs with value orientation and unified reputation of netizens. It is hoped that relevant institutions and enterprises will further understand their social responsibilities and continue to earnestly fulfill their due media obligations.
Fourth, we must strengthen the main responsibility of enterprises.
